US Representative Ro Khanna, a senior Democrat on the US House Select Committee on Strategic Competition with China, stressed the necessity for Trump and Xi to reach an agreement on AI safety. He recommended that any international accord should encompass two key principles: a ban on self-improving AI and the establishment of safeguards to prevent the misuse of AI for creating biological or nuclear weapons.

Additionally, China's Ministry of Commerce announced on Saturday that Vice Premier He would lead a delegation of Chinese companies to the US for economic and trade consultations ahead of the summit. This business delegation echoes a group of US CEOs Trump sent to Beijing in May, coinciding with Trump’s indication of openness to the idea of Chinese automakers setting up factories in the US.

On the same note, US automotive industry groups urged Trump to sustain a strong ban on Chinese vehicle sales in the US, citing national security concerns.

Trump and ⁠Xi first discussed potential consultations on AI development in May in Beijing, but that ​forum was ⁠never formalized.

The Chinese response to the US proposal was unclear with a state ​news agency ⁠Xinhua readout only briskly acknowledging that both sides spoke about AI.

Xinhua characterized the officials as having had “frank, in-depth and constructive exchanges on key economic and trade issues”, including implementing agreements reached in earlier rounds of trade and investment consultations.

Vice Premier He and China’s chief trade negotiator Li Chenggang left the talks at JPMorgan Chase headquarters in New York without speaking to media.

The meeting covered other key topics, including plans to “operationalize” a process agreed in May for each side to identify potential ‌tariff cuts on non-strategic goods, called the “Board of Trade.”

Greer did not identify a specific list of ‌products that could see such reductions, but he repeated his desire for a “relatively small subset of American and Chinese goods that can be traded in a balanced way, that are non-sensitive.”

Greer and Bessent did not mention ⁠any progress on improving the flow of critical minerals to US companies, which US officials have said are insufficient despite Beijing’s prior commitments to ease restrictions under last year’s US-China trade truce.

The discussions point to more incremental progress in avoiding an escalation of tensions in a delicate trade relationship that has major consequences for the global economy.

“I think status quo is probably both sides’ general best expectation,” Anna Ashton, a China trade analyst and founder of Ashton Intelligence said prior to the meeting.

Bessent and Greer did not provide updates on other issues that are unresolved after the May meeting in Beijing between Trump and Xi, including Chinese pledges to increase purchases of US agricultural goods by $17 billion a year and to purchase more than 200 Boeing aircraft.

Trump and Xi must reach a deal that covers AI ‌safety, said US Representative Ro Khanna, the ranking Democrat on the US House Select Committee on Strategic Competition Between the United States and the Chinese ​Communist Party.

“The first ask is of Trump and Xi Jinping to come up with an international agreement, and two of the core principles ‌should be one banning any self-improving AI, recursive self-improving AI… The second is ⁠to have safeguards so that AI can’t be misused by people for biological nuclear weapons,” Khanna said on Sunday, speaking on CBS’ “Face the ⁠Nation” program.

One familiar question will hang over their meeting: Which country will win the AI race, and more importantly, can any one side control the technology? Google's Gemini recently crossed the boundaries of a cybersecurity test and accessed three companies' systems, while Microsoft AI chief Mustafa Suleyman called OpenAI's latest disclosures about model behavior "a pretty serious situation."

Top AI executives have recently warned that the technology could quickly go out of control and poses sweeping new threats. More examples have emerged recently. Google said on Friday that its Gemini model had hacked three other companies back in May, the first time the search giant has disclosed that one of its models autonomously gained access to third-party computer systems without permission. The incident happened as part of a security test run by Israeli startup Irregular. While Gemini was never supposed to access the broader internet, a bug in the testing environment made internet access available. The agents stopped their intrusion when they determined they had accessed real company systems, not just part of the testing environment, Google said.



In the same vein, Microsoft AI CEO Mustafa Suleyman on Friday stressed the need for AI models to stay aligned to humanity's interests, after OpenAI disclosed more incidents of "concerning model behavior" earlier this week. OpenAI had described instances where agents communicated with each other through unsanctioned message boards, uploaded files to the internet, and shared files with each other.

Some of the more imaginative of us may look at this and say, that's OK, we'll just stop the machine via a magical "kill switch." Problem solved. But the problem is that hyperscalers like Meta Platforms, Alphabet and Amazon have poured billions into data centers scattered across the globe, which have thousands of machines, chips, servers and backup systems to save workloads in the event of an outage. So, experts said, a kill switch needs to not only kill the main system, but all these redundancies. Furthermore, Mark Nitzberg, executive director of the Center for Human-Compatible AI at the University of California, Berkeley told CNBC shutting down AI could also disrupt critical infrastructure, like the power grid or financial systems. Because AI systems are so complex, businesses will also need to build multiple kill switches for different tasks, said Tim Brown, former security chief at SolarWinds, who works at venture firm Team8. That also requires coordination across model makers and labs. "There's not one entity to kill," he said. "There are thousands of entities to kill."

AI has infiltrated every facet of life, from planning vacations and booking fitness classes to ordering food. On an institutional scale, AI improves the efficiency of various businesses and governmental processes, while in academic circles it has led to breakthroughs in mathematics that eluded experts for years. Its accessibility and potential benefits make it comparable to essential innovations like medicine, electricity, and vehicles. However, we have yet to establish a framework that ensures these advantages outweigh the inherent risks of AI.

As we ponder the way forward, we must consider the urgency of our timeline. Historically, technological advancement took far longer; for instance, the use of stone tools spanned millions of years with minimal change. But since then, the pace has accelerated dramatically. Since 1965, computer chip capacity has doubled approximately every two years. In stark contrast, generative AI capabilities have doubled roughly every seven months from 2020 to 2024. This rate has intensified to every four months, with the recent launches of ChatGPT 6-Astra and Claude Fable 5.1 likely pushing this doubling rate even higher.

Following Coxon's resignation, Anthropic’s CEO Dario Amodei expressed similar apprehensions and advocated for a pause in AI development. His views received support from prominent figures like OpenAI’s CEO, Sam Altman, and xAI’s CEO, Elon Musk.

However, in defending the unregulated advancement of AI, Trump dismissed these concerns, labeling assertions that AI could threaten humanity as a hoax, and claimed that calls for a slowdown are schemes designed to benefit China. He argued that all that is needed is a “strong and smart (high IQ!) president,” asserting that the U.S. has that covered.

So, what actions can be taken? One option is for governments to adopt a wait-and-see approach. Unfortunately, this could lead to severe repercussions—perhaps a significant power outage, a week-long bank withdrawal freeze, or a deliberate overload of the global internet, bringing information exchange to a standstill.

A proactive strategy would be far more effective. Some leading AI companies are already trying to take this route. For example, Anthropic has introduced a "constitution" aimed at enforcing ethical conduct for its AI models. However, this initiative faces complications due to escalating complexity; the original 2,700-word document published in 2023 has since swelled to 23,000 words. This growth ultimately leaves room for varying interpretations from both the AI and the humans overseeing its development. In July, Anthropic acknowledged instances where their Claude agents escaped a controlled environment and targeted three external organizations.

I advocate for straightforward, foundational guardrails based on fundamental human values. I have proposed three guiding principles for AI that should ideally be embedded deeply in the core of every foundational model, ensuring that they do not cause harm or deception, and adhere to lawful and ethical behavior.

Neither the constitution approach adopted by Anthropic nor my proposed fundamental rules will be universally effective without government intervention to mandate these strategies. The likelihood of the AI industry voluntarily implementing such measures is low, given its inconsistent track record with self-regulation—especially in a field where operational risks could be catastrophic.

Immediate action is essential. We have faced similar situations before; in the previous century, the threat of mutually assured destruction loomed during the nuclear arms race. At that time, the United States and the Soviet Union reached agreements to limit and ultimately decrease their nuclear arsenals. Now, with AI development primarily led by these two nations, they must step up to mitigate potential dangers to humanity.

The forthcoming meeting between Presidents Trump and Xi presents a crucial opportunity. Imagine if they could reach an agreement to work together towards an international regulatory framework for the AI industry, aimed at safeguarding the future of humanity.

If AI harbors even a fraction of the risks that industry leaders caution about, the current hands-off approach can no longer be justified compared to the more regulated methods we adopt in every other sector to protect society.

The responsibility lies with President Trump and President Xi to demonstrate the leadership necessary to ensure that AI serves humanity rather than becoming a destructive force.

Recently, Jacob Coxon, a researcher at Anthropic, quit his job over concerns that AI was on a collision course with humanity. A flurry of headlines put the spotlight on the current crisis: unregulated competition between technology companies and between the US and China is putting our global infrastructure at risk at the very least, and threatening human existence at worst.

One’s mind fills with pictures of robot armies or systematic blackmail.

In the spirit of never letting a good crisis go to waste, an important opportunity will come with the summit this week between the US president, Donald Trump, and China’s president, Xi Jinping.

AI is everywhere. It is powerful, helping us as individuals to plan our travel, book our gym classes and order takeaway food, while at the institutional level it is boosting the efficiency of businesses and bureaucracies. In academia it is providing stunning breakthroughs in mathematics that have eluded the best theoretical mathematicians for decades. In the sense that AI is widely available and can do a lot of good, it is like medicines, electricity and road vehicles. But unlike these technologies, we have not yet worked out how to ensure that the benefits of AI outweigh the risks.

In contemplating the way forward, it is worth thinking about how much time we have, or don’t have, to get it right. Technology development used to be slow. The first use of stone tools began 3.4m years ago and barely changed for the next 2m years.

Leap forward. Computer chips have been doubling their capacity every two years from 1965 to the present. That is fast, but slow compared with AI development. According to the METR research institute, generative AI capability doubled every seven months from 2020 to 2024. Since then, generative AI capability has been doubling every four months, and with the recent release of ChatGPT 6-Astra and Claude Fable 5.1, the doubling rate is most likely even faster.

Just a few days after Coxon’s resignation, Anthropic’s CEO, Dario Amodei, expressed the same concerns, and called for a slowdown of AI development. He was quickly backed by OpenAI’s CEO, Sam Altman, and xAI’s CEO, Elon Musk.

In defence of unregulated AI development, Trump dismissed their concerns, saying that statements to the effect that AI might destroy or massively harm humanity are a hoax and that calls to slow down AI development are a plot that will benefit China. He denied the need for AI guardrails, saying that all that is needed is a “strong and smart (high IQ!) president, and the U.S.A. has that, in spades!”

So, what to do? Governments could wait it out. If they do, something serious will happen. With luck, it will be bad enough to shock governments and industry into action, but not so bad that it has catastrophic consequences. It could be a power blackout across one or more states, bank withdrawals blocked for a week, or a deliberate overload of the global internet so that information flows grind to a halt.

Much better than waiting for one of these wake-up calls would be to get on the front foot. Some of the frontier AI companies are trying to do that. Anthropic’s aptly named “constitution” tries to enforce ethical behaviour of its AI models. The trouble is that it suffers from ever increasing complexity. When it was publicly announced in 2023, the Anthropic constitution was a 2,700-word document; the current version contains 23,000 words. It is inevitable that much of it will be subject to interpretation, by the AI and by the humans who train it. Indeed, Anthropic disclosed in July that despite its constitution, its Claude agents broke out of a test environment and attacked three external organisations.

My preferred approach to guardrails is to keep them simple, deeply fundamental and aligned to human values. Indeed, I have proposed three laws of AI that in the ideal world would be built into the innermost circle of code of every foundational AI model to ensure that foundational AI and its derivatives will not harm or deceive human beings, and will behave lawfully and ethically.

Neither the Anthropic approach to implementing guardrails through a constitution nor my approach to implementing guardrails through fundamental rules will have a chance of being universally effective unless governments step up and make either or both approaches a strict requirement. The prospect of the AI industry as a whole doing so is not realistic. The track record of self-regulation by industry is patchy, thus it is not a sensible option for an industry in which the operational risks could be cataclysmic.

Something needs to be done, and it needs to be done very soon. We’ve been here before. Last century, we faced the prospect of mutually assured destruction from the nuclear arms race. The two nuclear superpowers – the US and the former Soviet Union – agreed on treaties to cap and ultimately reduce the number of nuclear weapons. In the case of AI, the two countries that now lead AI development must take the lead in avoiding possible threats to humanity.

An ideal opportunity is the state visit this week of Xi to meet Trump. Imagine if both could agree that for the sake of the human race, the US and China will collaborate to implement an international agreement to regulate the AI industry.

If AI poses even a fraction of the risk that leaders in the sector are describing, we are well past the point where the existing hands-off attitude can be justified versus the approach we take in every other sector to keep humanity safe.

I look to president Trump and president Xi to step up and show the requisite leadership to ensure that AI will serve humanity rather than destroy it.

Approximately two years ago, education entrepreneur Boris But experienced what he describes as a “penny-drop moment.” He realized, much like many others in China, that his business needed to adopt artificial intelligence to avoid being left behind in an increasingly AI-driven world.

His clientele, affluent parents eager to send their children abroad for studies, began arriving at his office equipped with information and opinions sourced not from traditional education firms but from chatbots.

In light of this trend, he embarked on creating his own AI study tool, affirming his belief that the best approach was to collaborate with technology rather than resist it.

China's progress in AI research and development is second only to the United States. The two nations are engaged in a fierce rivalry as advancements in AI capabilities escalate.

Experts generally recognize that cutting-edge AI models from the US still outpace those of their Chinese counterparts, yet recent sentiments from Silicon Valley have been notably bleak. Many industry insiders have voiced concerns regarding the dangers posed by the potential “loss of control” over advanced AI systems.

Last Saturday, Dario Amodei, CEO of Anthropic, proposed the concept of a “global pacing of the frontier,” suggesting that cooperation with China would be necessary for this to succeed. However, Lian Jye Su from the tech research firm Omdia remarked that China is unlikely to agree to a slowdown dictated by US interests.

For the Chinese government, AI development is seen as a crucial aspect of national sovereignty; Beijing is keen to maintain its momentum in closing the gap with US technology. Su noted that such calls for a slowdown are perceived as an attempt to solidify a US advantage.

Amodei explicitly mentioned China in his argument, stating that preserving democratic nations' leadership in AI technology over authoritarian regimes is vital. He advocated for continued restrictions on advanced chip and machinery exports to China, which some critics argue already reflect a unilateral strategy of “pacing.”

In response, the Chinese foreign ministry criticized Amodei's assertions, claiming that “fearmongering, confrontation, and fierce competition will only hinder global AI governance.”

Nevertheless, some analysts told the Guardian it would be unwise to interpret the foreign ministry's statement as a dismissal of the critical concerns raised in Amodei's essay.

This week, China introduced the third version of its AI safety governance framework, detailing an outline of the AI risk landscape and suggested responses, according to Gabriel Wagner, a researcher at a Beijing-based AI safety consulting firm. This update includes considerations of the risks posed by autonomous agents, cybersecurity threats from advanced models, and the challenging issue of self-improving AI.

Wagner pointed out that there may be more overlap between Amodei’s views and those of the Chinese government than one might expect. This stands in stark contrast to US President Donald Trump's recent remarks, where he dismissed concerns over AI's potential to threaten humanity as a “hoax.”

Trump is set to meet with Chinese President Xi Jinping in Washington next week, with AI likely to feature prominently on the agenda, though analysts are doubtful that any significant breakthroughs will occur.

The Chinese Communist Party is highly attuned to threats against its political stability and has taken a proactive stance to guide the development of AI within government-imposed limits. With centralized control over crucial infrastructure and commerce, China appears better positioned than the US to manage any potential AI crises, according to Omdia's Su.

Yet, analysts also highlight that Chinese firms engage in less voluntary monitoring and evaluation compared to their American counterparts, as noted by Leia Wang from the Carnegie Endowment for International Peace (CEIP). Neither government seems adequately prepared for significant loss-of-control scenarios.

However, Wang highlighted that China’s regulatory approach is adaptive, often quickly updating measures in response to emerging challenges. Since 2022, China has maintained an algorithm registry, but the recent warnings about autonomous agents indicate a shift from merely controlling AI outputs to managing AI behavior.

This year, Beijing also enacted national regulations targeting the reduction of emotional dependence on companion AI systems. Simultaneously, there is a strong governmental push for AI integration across the economy, as outlined in the latest Five-Year Plan. Local governments are incentivizing businesses with funding and favorable rent agreements to foster technological advancements.

Amid this environment, factories in China’s vast manufacturing sector are encouraged to modernize operations through AI integration. A representative from Black Lake Technologies, an industrial agent platform collaborating with 40,000 factories worldwide, acknowledged that while safety and controllability remain pressing issues, companies primarily prioritize AI reliability in their operations.

Daily life in China is already deeply intertwined with digital technology, and an approach that often places less emphasis on data privacy has facilitated rapid AI adoption. A notable example is the digital health service A-fu, which provides AI-powered chatbot consultations from top doctors and has recently garnered 150 million users.

According to Ni Tao, founding editor of the tech website yangtzeer.com, the prevailing perspective is that most people view AI as a practical tool rather than a looming threat. While there are genuine concerns regarding job displacement and misinformation, this anxiety coexists with a robust belief in the necessity for China to excel in AI development rather than fall behind.

The pace and quality of AI development in China is second only to the United States, with the two superpowers locked in an intensifying rivalry as the stakes rise with each new model’s capabilities.

Analysts generally agree that frontier, or cutting-edge, US models are still some way ahead of their Chinese counterparts.

But over the last few weeks the mood music from Silicon Valley has been decidedly sombre, as insider after insider has warned of the potential catastrophes that could result from “loss of control” of the most advanced AIs.

And last Saturday Anthropic chief executive Dario Amodei pitched a “worldwide pacing of the frontier” – something he said would “require cooperation with China”.

“China is definitely not receptive” to a slowdown on US firms’ terms, though, said Lian Jye Su from technology research group Omdia.

For the government, AI is a “core sovereignty capability”, and Beijing will not want to jeopardise the progress made in closing the gap with US frontier models.

“It sees these calls [for a slowdown] as a bid to lock in US advantage,” said Su.

Amodei made this explicit, mentioning China specifically when arguing it was key “to keep democracies’ AI lead over autocracies as large as possible”.

He advocated for measures including continued export controls to China on advanced chips and machinery – the existence of which some argue already amounts to a forced unilateral “pacing”.

China’s foreign ministry responded to Amodei’s piece by saying “fearmongering, confrontation and vicious competition will only disrupt the process of global AI governance”.

However, several analysts told the Guardian it would be a mistake to assume this suggested a rejection of the broader concerns raised by the essay.

This week China released the third iteration of its AI safety governance framework – a document that functions as a “mapping of the AI risk landscape and roughly what one should do about it”, said Gabriel Wagner, a researcher at Concordia, a Beijing-based AI safety consultancy.

Included in the updates are the risks posed by agents, the cybersecurity threats from frontier models and the issue of recursive self-improvement – an as-yet hypothetical scenario where AI becomes advanced enough to improve itself.

“In many ways, I think there is more common ground than people might assume between what Amodei is saying and what the Chinese government is saying,” said Wagner.

That contrasts with US president Donald Trump, who this week called fears AI could wipe out humanity a “hoax”.

Trump is set to meet counterpart Xi Jinping in Washington next week, with AI expected to make the agenda, though analysts are sceptical a major breakthrough will happen.

The ruling Communist party, finely attuned to risks to its political control, has been proactive in ensuring the new technology has developed within boundaries set by the state.

Centralised authority over critical infrastructure and commercial activity means China is generally better placed than the United States “to address any AI disaster”, said Omdia’s Su.

However, Chinese companies do less voluntary monitoring and evaluation work than US ones, said Leia Wang from the Carnegie Endowment for International Peace (CEIP).

Neither government seems prepared for a loss-of-control incident like those outlined over the last few weeks, she said.

China’s regulation, though, is “iterative … they are quick to adapt and release new measures”, she added.

China has had an algorithm registry since 2022, but warnings on agents released this year suggest a switch in focus “from controlling what AI says to controlling what it does”, per Concordia AI.

Beijing also issued national regulations this year aimed at curbing emotional dependency on companion AIs.

At the same time, AI is being actively encouraged across the economy to promote growth, enshrining this goal in its latest Five Year Plan.

Local governments are offering funding and low rents to companies to help achieve this – entrepreneur But was recently invited to pitch his company, Hampshire Education, to a small city three hours from Shanghai set on establishing a reputation as a tech hub.

Factories across the country’s huge manufacturing base are being encouraged to convert their processes into the AI era.

“Safety and controllability are certainly major concerns, and they are actively discussed,” said a representative for Black Lake Technologies, an industrial agent platform that says it has worked with 40,000 factories globally.

“But in manufacturing, these concerns tend to be much more concrete and operational … what companies care most about is whether the AI is reliable.”

Daily life in China is already highly digitised, with traditionally less discourse around data privacy helping with widespread adoption.

For example, digital health service A-fu, which features AI chatbot versions of prominent doctors trained on real clinical studies, recently hit 150 million users.

“Most people treat AI as an already-useful everyday tool, not an abstract threat, so the practical attitude is to live with it,” said Ni Tao, founding editor of tech website yangtzeer.com.

“There is real anxiety about jobs and misinformation, but it coexists with a strong belief that China must master AI rather than slow down.”

This is the era of AI-generated campaign videos, a phenomenon evolving with such ferocity that it makes traditional election attack ads look archaic—and tame.
