Historically, warfare relied heavily on physical assets such as tanks, aircraft, artillery, and armament, predominantly manufactured by a small group of prime contractors through extended government programs. Additionally, ground troops were essential on the battlefield.

While this traditional model continues to exist, the emphasis on software is rapidly growing. Increasingly, military personnel are engaging in combat operations via screens.

The military AI sector now includes a broad range of technologies, from cloud computing services to autonomous drones and advanced decision-making software. This evolution can be traced back to the U.S. drone initiatives of the early 2000s and 2010s, which effectively integrated screen-based operations into modern warfare.

Currently, billions of dollars are pouring into leading companies at the forefront of military AI, signifying a shift from the traditional military-industrial complex to a modern military-tech ecosystem. Al Jazeera is examining the key players in this emerging landscape as part of a series focusing on AI's role in warfare.

So, who are these key players?

On July 10, the UK Ministry of Defence entered into a £2 billion ($2.7 billion) contract with Omnia Training, led by Raytheon UK, to train 60,000 soldiers annually on AI applications aimed at creating a “combat-ready” military. Shortly before this, NATO awarded contracts to U.S. tech firm Anduril to operate its Enhanced Air Command and Control Data Platform utilizing Lattice AI software, alongside the U.S. company Palantir and the French joint venture Athea SAS. Lattice leverages AI and computer vision to compile data from diverse sources into a cohesive, real-time overview.

Investments in AI for defense are not a recent trend. The Pentagon's 2014 "Third Offset Strategy" predicted that AI would define future warfare. However, the pace of development has certainly accelerated as global military expenditures are projected to reach $2.88 trillion by 2025, with nations contributing unprecedented sums to their defense budgets.

In a notable recent action, the Pentagon formed contracts with eight leading tech firms to deploy AI solutions across classified networks, aiming for an "AI-first" military approach.

Amid ongoing conflicts in regions like Ukraine and the Middle East, similar deals are multiplying, reshaping the industry landscape. Established arms manufacturers and newcomers are competing vigorously for market share. An analysis by the Stockholm International Peace Research Institute (SIPRI) categorizes the military AI industry into four distinct types based on their operational roles:

1. **Defense primes**: Traditional arms manufacturers adapting existing systems with AI. 2. **Neoprimes**: Emerging firms focused on military software solutions. 3. **Big tech**: Major technology firms with extensive cloud and computing capabilities. 4. **Foundational model providers**: AI labs developing core models for military applications.

Each of these categories plays a critical role in the evolving military AI ecosystem.

**Defense primes/contractors** consist of established manufacturers that have long provided military hardware, now increasingly integrating AI into their offerings. Key players include Lockheed Martin, RTX, Northrop Grumman, BAE Systems, and General Dynamics. Their stock prices surged following the escalation of the U.S.-Israel conflict. Lockheed Martin, for example, recently revealed an AI tool designed for its F-35 jets to enhance pilot awareness of potential threats.

**Neoprimes or defense startups** represent a newer segment focused on providing specialized software and data solutions for military and law enforcement. Palantir is notably recognized for its involvement in Project Maven, the Pentagon's initiative to utilize AI for rapid target identification during conflicts. Anduril's Lattice platform, which integrates its own hardware into a unified command network, is also gaining traction, particularly within the U.S. Army.

**Big tech** companies such as Google, Meta, and Amazon Web Services (AWS) are increasingly involved in military endeavors, controlling a significant portion of the global cloud market. In May, the U.S. Department of Defense announced collaborations with eight top tech and AI firms to enhance their classified networks, facilitating the establishment of an AI-first military.

**Foundational model providers** include organizations that create the underlying AI systems essential for military applications. Notable names in this sphere include OpenAI and Anthropic in the U.S., as well as Mistral AI in Europe. Chinese firms have similarly made advancements in AI for military purposes, with the Pentagon estimating that Chinese military AI expenditures are comparable to U.S. investments—approximately $1.5 to $2 billion annually.

Recently, the Pentagon updated its list of Chinese military companies to include several major players, suggesting extensive military collaboration. Various smaller AI firms associated with former employees of Baidu, Alibaba, and Tencent are also developing military-focused AI tools.

Although many original developers of AI technology were initially resistant to military applications, OpenAI retracted its ban on military uses in 2024. This year has also seen legal complications arising from partnerships between Palantir and Anthropic regarding the deployment of AI models in military contexts.
