This announcement came during an earnings conference call that outlined Verizon's new “AI Connect” business strategy for the second quarter of 2026. The company is also gearing up to unveil more AI-focused partnerships by year-end, which are expected to generate “multiple billions of dollars in revenue over the coming years,” as stated by Verizon Communications CEO Dan Schulman.

Schulman emphasized the importance of connecting data centers efficiently to meet the surging demand for computational power. He highlighted that while the need for data center connectivity is skyrocketing, there is an equally pressing requirement for ultra-low latency services to power applications such as robotics, remote surgery, and autonomous vehicles, moving the processing capabilities closer to the edge rather than relying solely on large, centralized data centers.

In addition to utilizing dark fiber for hyperscale AI data centers, Verizon is in the early phases of upgrading some of its central office locations, which contain critical infrastructure for internet and mobile services, into compact data centers. Verizon is seeking to tap into Silicon Valley’s AI spending in a big way. The telecom giant revealed a deal worth more than $1 billion to link Google data centers using Verizon’s dark fiber routes—and it’s also tearing copper wiring out of central offices as it converts them into small data centers suitable for supporting AI inference workloads.

The telecom company publicly disclosed the Google partnership and data center conversion efforts as part of a new “AI Connect” business initiative during an earnings conference call covering the second quarter of 2026. Verizon also expects to announce additional AI-related deals by the end of the year that would be “worth multiple billions of dollars in revenue over the next several years,” said Dan Schulman, CEO of Verizon Communications, during the earnings call.

“Now it really is about, ‘how do you connect data center to data center to assure that you can optimize to maximize the ever-exploding need for compute?’” Schulman said. “And while that data center connectivity demand is exploding, there’s an equal amount of desire and demand to power inference models and applications that need ultra-low latency, like robotics or remote surgery, autonomous driving, and move that out into the edge, as opposed to these big, massive data centers.”

Beyond repurposing dark fiber for hyperscalers’ AI data centers, Verizon is in the early stages of retrofitting some of its own central offices—locations that house the physical equipment for Internet and mobile networks—to become small data centers. Such “remote data centers” aim to support “inference edge computing” with minimal data latency for customers’ deployments of AI-driven services, such as autonomous robotaxi fleets or robotics applications, according to Schulman.

A recent news conference in Washington, D.C., announced the Take It Down Act, aimed at tackling non-consensual sexual content online.

According to a report by the nonprofit Tech Transparency Project (TTP), Meta Platforms Inc. has violated its own advertising policies by allowing thousands of ads for AI-driven "nudify" applications on Facebook and Instagram. These ads have been primarily disseminated by GatherOne Inc., a Beijing-based advertising partner that facilitates access for Chinese companies seeking visibility on Meta’s platforms. The TTP findings indicate that over 7,600 ads for mobile applications capable of swapping women's faces onto naked bodies—and even producing sexualized content—have been run recently. One particular app flagged in the report has been criticized for enabling the sharing of material categorized by some users as child pornography.

Meta’s advertising policies explicitly forbid sexually suggestive content, including ads for apps that strip images of individuals. Yet, TTP's investigations have revealed that major tech firms, including Apple Inc. and Alphabet Inc., have struggled to effectively eliminate access to such problematic applications. This has led to calls for increased accountability from regulators, victims, and their families regarding the proliferation of deepfake pornography.

Katie Paul, director of TTP, remarked, “Meta seems to be turning a blind eye to the violations of one of its main advertising partners in China concerning nudification ads.” Although Instagram and Facebook are not available in China, they remain appealing platforms for Chinese enterprises targeting global markets. Paul interpreted the findings as an indication that Meta may prioritize advertising revenue over user safety.

A representative from Meta, Cindy Southworth, emphasized the company’s stance on banning non-consensual intimate imagery and nudification apps, elaborating that advertisers found in violation of these policies may face penalties, including ad cancellations and account terminations.

GatherOne has responded to inquiries by stating that it adheres to Meta's advertising policies and all relevant international regulations. The company claims to uphold a strict no-tolerance approach towards deceptive practices, explicit content generated without consent, child exploitation, and other fraudulent activities. It supports a variety of industries, including gaming, e-commerce, and finance, by helping them purchase ad placement across platforms like Meta, Google, TikTok, and X (formerly Twitter).

In light of the controversy, GatherOne announced it would halt the creation of new advertising accounts related to AI nudification and face-swapping services while simultaneously implementing compliance upgrades to adapt to the evolving landscape of synthetic media.

The Tech Transparency Project operates as a research entity under the Campaign for Accountability, a nonpartisan organization that monitors corporate and government behavior.

The report is set to be released on Monday and sheds light on how Meta generates revenue from a market of 1.4 billion people where its services remain inaccessible. Chinese businesses aiming to sell products or services internationally often rely on intermediary firms like GatherOne to navigate advertising on global platforms.

For the 2024 fiscal year, Meta reported $18.4 billion in sales from China, making up approximately 11% of its overall revenue and more than doubling its figures from 2022. However, the company has not provided a breakdown of revenue specifics following this.

Sarah Wynn-Williams, a former Meta executive and whistleblower, testified to Congress last year about the tools Meta has allegedly provided to China over the years, enabling the country to advance its position in the global AI arena. She pointed out that China remains a critical market for Meta, evidenced by its ongoing revenue streams from the region. Wynn-Williams is set to share her experiences in her upcoming memoir, "Careless People."

In December, Reuters reported that Meta's internal documents suggested that approximately 19% of its China revenues stemmed from ads promoting prohibited content, such as pornography and scams, with GatherOne identified as an agency involved in facilitating such ads. Meta denied the accuracy of this report but reaffirmed its commitment to combating fraud and illicit activities on its platforms.

Between April and June, TTP discovered and documented numerous ads that Meta ultimately removed after they were shown to users. These ads often displayed suggestive images of young women alongside text claiming, "Create a video with any face."

Notably, GatherOne is listed on Meta’s business website in China, serving as one of 11 approved agents for advertising on its foreign networks. Their website even features a photograph showing their CEO receiving an award alongside Meta executives at a January event in Hong Kong.

In the previous year, Meta indicated it was undertaking measures to crack down on deepfake nudification applications and initiated a lawsuit against a Hong Kong-based developer involved in such services.

TTP’s findings also revealed a particular app, BAfter, which provided users with pornographic face-swapping options. The app was reportedly available on the Google Play store, where reviewers flagged it for containing illegal child pornography. The app was subsequently removed from the platform, and GatherOne stated that it has cut off all advertising access for the associated parties.

In response to inquiries from Bloomberg, Meta confirmed that it had banned BAfter and disabled links to several other nudifying apps. Google has not provided comments regarding the situation.

A recent survey conducted by George Mason University found that over half of 557 teenagers in the U.S. had utilized nudification tools to create images of themselves or others, with a significant number reporting experiences as victims of such tools. According to Chad M.S. Steel, a researcher in digital forensics at George Mason, many teenagers are already familiar with accessing these services, suggesting that actions taken by social media platforms or app stores may have limited effectiveness in curbing their availability.

The Take It Down Act, signed into law by President Donald Trump last year, criminalizes the publication of non-consensual sexual content and mandates social media operators to remove such posts. The Federal Trade Commission began enforcing this law in May.

TTP discovered the connection between the ads and GatherOne by analyzing disclosures in Meta’s ad library. While the extent of app installations driven by these ads remains unclear, initial data indicates that a few of the apps studied have collectively amassed over 2.5 million downloads worldwide, according to market analysis firm AppMagic, as reported by TTP.

Meta Platforms Inc.’s Facebook and Instagram have served thousands of ads for AI “nudify” apps in breach of the company’s policies, delivered by one of its few advertising partners in China, according to the nonprofit Tech Transparency Project.

Beijing-based GatherOne Inc., which connects Chinese firms seeking to advertise on Meta’s social media services with the US company, has been responsible in recent months for some 7,600 ads for mobile apps that can transpose women’s faces onto naked bodies and create sexualized videos, the agency said in a new report. It singled out an app, created in China, that allows for the sharing of material some users have flagged as child pornography.

Meta’s rules prohibit sexually suggestive ads or those for apps that purport to strip the persons depicted. But TTP’s work, which aims to hold Big Tech companies to account, shows repeated failures from the likes of Apple Inc. and Alphabet Inc. to curb such apps. Regulators, victims and their families around the world have been calling on tech firms to do more to combat so-called deepfake porn services.

“Meta appears to be giving a free pass to one of its top Chinese advertising partners when it comes to nudify ads,” said Katie Paul, TTP’s director.

While Instagram and Facebook aren’t available in China, they’re attractive promotional tools for China-based businesses looking for a global audience. Paul said her agency’s findings contradict Meta’s statements about prohibiting ads for deepfake-nude apps and suggest the company prioritizes ad revenue over concern for its users.

“We do not allow non-consensual intimate imagery or nudify apps on our platform and we take aggressive steps to combat them,” said Cindy Southworth, Meta’s Head of Women’s Safety Policy.

“All advertisers have to comply with our advertising standards, and failure to comply with our policies and standards can lead to the cancellation of ads placed, financial penalties, and termination of ad accounts,” a Meta spokesperson said.

GatherOne said it complies with Meta’s advertising policies and all applicable international legal frameworks. The company maintains a zero-tolerance policy against deceptive practices, adult content, non-consensual explicit AI-generated material, child exploitation and fraud, it said. Its website says it works with clients in gaming, e-commerce, entertainment and finance, helping them place ads across the networks of Meta, Alphabet’s Google, ByteDance Ltd.’s TikTok and Elon Musk’s X.

GatherOne is suspending the creation of new advertising accounts for services related to AI nudifying and face-swap services, it said in response to queries from Bloomberg News. It added that it is undertaking a comprehensive compliance upgrade to address the technical evolution of synthetic media.

TTP is a research arm of the Washington, DC-based nonpartisan corporate and government watchdog Campaign for Accountability.

The report, due to be published Monday, provides a rare look at how Meta derives revenue from a country of 1.4 billion people where its services are blocked. Companies in China selling products and services outside the country use intermediaries like GatherOne to buy access and exposure to international users.

Meta said it made $18.4 billion in China sales for the year ended 2024, which amounted to 11% of its global revenue. That was more than double the sales it made there in 2022. It has not broken out its China revenues since.

Sarah Wynn-Williams, a former Meta executive turned whistleblower, testified before Congress last year that the company has over the years offered censorship tools to China and helped the country advance in the artificial intelligence arms race with the US. She said China remains a key market for the company, as demonstrated by its ongoing China revenues. Wynn-Williams’s 2025 memoir Careless People details her time as director of public policy at the company.

Reuters in December reported that internal Meta documents showed the company concluded in 2024 about 19% of its China revenues that year came from ads for banned content such as pornography, scams and illegal gambling. It cited GatherOne as an ad agency that its tests showed facilitated ads for scam services.

Meta disputed the accuracy of Reuters’s report at the time. It has said it is dedicated to rooting out fraud and scams, which are spiking across the internet, and takes action when it determines its rules are violated.

The ads this year, which TTP found between April and June, were eventually removed by Meta after being shown to users. Many of the ads were suggestive, showing images of young women in sexual poses along with text reading “Create a video with any face.”

GatherOne is listed on Meta’s business-facing website in China as a way to advertise on its social media services overseas, as one of 11 official agents. The GatherOne website displays a photo of what appears to be its chief executive officer receiving an award, standing beside two top Meta executives at a gathering in Hong Kong in January. Meta’s logo is displayed on a sign behind them.

Meta last year said it was cracking down on deepfake-nude apps, filing a lawsuit against a Hong Kong-based app developer it said was behind such services.

TTP found that one cluster of ads directed users to an Android app called BAfter. Upon opening it, TTP found a “ShareZone” section that offered pornographic face-swap options showing women engaged in sexual acts.

Several reviewers flagged on the app’s Google Play app store page what they describe as “illegal child porn” and AI videos of minors. BAfter, whose developer is shown as being based in China’s southern Guangxi province, is listed as suitable for all ages.

BAfter’s developer couldn’t be reached for comment. The app disappeared from Google Play on July 21 and GatherOne said it’s permanently terminated all advertising access for the associated entity.

In response to Bloomberg’s queries, Meta said it has banned BAfter and is no longer allowing links to several other nudify apps. Google, which develops the Android operating system and operates the Google Play store, did not respond to requests for comment.

More than half of 557 teenagers surveyed recently in the US by George Mason University said they had used nudification tools to create at least one image of themselves or others. More than a third reported being victims of such tools. Many teens already know how to access those services via messaging apps or directly via their websites, said Chad M.S. Steel, a George Mason digital forensics researcher who led the survey. That means actions taken by social media services or app stores to limit their spread may have limited impact, he said.

President Donald Trump last year signed the Take It Down Act, which criminalizes the publication of non-consensual sexual content and forces social media and website operators to remove such posts. The Federal Trade Commission commenced enforcement of that law in May.

TTP discovered that ads were connected to GatherOne by examining disclosures in Meta’s ad library. While it is unclear how many app installations the advertisements drove, a handful of those that the group studied have collectively been downloaded more than 2.5 million times globally, according to data from market researcher AppMagic provided by TTP.

This visit lands during a particularly sensitive moment for AI development in the U.S., as a debate over whether to restrict Chinese open-weight AI models has ripped through Silicon Valley.

In addition to previewing OpenAI's upcoming releases, Altman is expected to field questions from policymakers about cybersecurity and the company's stance on open-weight models, according to a source familiar with the plans who asked not to be named because the details are confidential.

Open-weight AI models are available for users to download, modify and run on their own infrastructure. In recent weeks, Chinese open-weight models from startups like Moonshot AI have rapidly caught up with leading, proprietary offerings from American companies, including OpenAI and its chief rival, Anthropic, sparking anxiety about the durability of the U.S. lead in the AI race.

In New Jersey, the first cohort of startups has embarked on the inaugural AI Accelerator program facilitated by the New Jersey Artificial Intelligence Hub. This hub represents a partnership among Princeton University, the State of New Jersey, Microsoft, and CoreWeave, with a mission to drive advancements in artificial intelligence and enhance the state's standing as a global AI leader.

The AI Accelerator program is tailored to streamline the sales cycles for participating startups while fostering connections between their founders and potential customers. Tyler Lange, the New Jersey director of Plug and Play, noted that the initiative offers robust support through venture capital efforts, providing weekly workshops, corporate introductions, and actionable feedback on products.

Hundreds of candidates were evaluated, with 20 finalists pitching their ideas in March. Ultimately, 14 startups were chosen for this first cohort.

The founders of these startups expressed that being selected for the program significantly improved their credibility in the eyes of customers and industry partners. Mohnish Mohanty, CEO of Intelizen—a healthcare finance startup—remarked that his company gained legitimacy in a competitive market through its association with Plug and Play and the AI Hub.

Chorah Labs, which specializes in AI-driven workflow design for the pharmaceutical sector, had co-founder Sepehr Rahimi stating that their application was a "no-brainer" due to New Jersey's strong ties to the biotech industry. According to Rahimi, the program has enabled them to establish authority as they develop their platform. Chorah Labs' other co-founder, Jason Chou, noted the increased biotech activity in New Jersey, highlighting that graduates should have opportunities to build companies locally instead of relocating to places like Boston or California.

The founders appreciated Plug and Play’s programming for enhancing their understanding of market interests. Rahimi mentioned that the program refined Chorah Labs’ approach and led to several strategic pivots based on insights gained regarding traction and distribution.

Colby Fisher, founder of Hydronos Labs, shared how the workshops provided him a platform to present his work prior to actual pitching. He recalled wishing for such a program during his time as a grad student. Saad Bin Shafiq of Nodes Inc. was drawn to the accelerator's corporate-first approach, recalling that the structure facilitated valuable connections.

Alex Ge, a co-founder of Rena Labs, also acknowledged the importance of introductions facilitated by Plug and Play, stating they connected them with previously unknown corporations. Throughout the program, startups have been introduced to major players like Microsoft and NVIDIA, as well as having access to the expansive Silicon Valley Summit.

Lange highlighted that the AI Hub's strategic location allows it to accept startups at various stages while benefiting from New Jersey’s rich talent pool and corporate landscape, making for ideal conditions for growth. Founders noted the state's industrial landscape as a compelling reason to remain.

Despite the AI Accelerator's duration of 12 weeks, Plug and Play continues to nurture these relationships through its "Playbook" platform, which tracks startup progress and connects alumni with new business opportunities.

Looking to the future, several founders expressed intentions to collaborate with Princeton researchers to enhance their innovations. Rahimi of Chorah Labs is particularly eager to form connections with faculty working on pharmaceutical developments. Fisher and Mohanty also showed enthusiasm for pursuing future collaborations with the university.

While the program does not provide guarantees for funding or pilot projects, it opens doors to opportunities that early-stage founders often find challenging to access. Lange emphasized the program’s goal is to help establish a new era of AI startups emerging from New Jersey.

A year after the New Jersey Artificial Intelligence Hub’s launch, the first cohort of startups has begun its AI Accelerator program. The AI Hub is a collaborative initiative between Princeton University, the State of New Jersey, Microsoft, and CoreWeave, aimed to “accelerate innovation in artificial intelligence and position New Jersey as a global leader in the field.”

The AI Accelerator program is designed to shorten the sales cycles for each member of the cohort and connect their founders to new customers, according to New Jersey director of Plug and Play Tyler Lange. The cohort of startups receives support from Plug and Play, a venture capital firm that aims to connect large companies with startups, including weekly workshops, corporate introductions, and direct product feedback.

Justin Murray, who leads much of Plug and Play’s U.S. venture work, told The Daily Princetonian that the AI Hub team evaluates what companies to back using what he calls the three Ts: “technology, traction, and team.” Hundreds of candidates were considered by Plug and Play to be part of the program, and 20 finalists pitched their startups in March at the AI Hub. Fourteen were chosen to be in the inaugural cohort.

Founders and leaders of these startups shared that simply being selected for the AI Accelerator program changed how customers and partners viewed them.

Mohnish Mohanty, CEO of healthcare finance startup Intelizen, said the accelerator gave his company legitimacy in a crowded and skeptical market.

“There’s a positive association with [Plug and Play] and [the AI Hub],” he said. Mohanty added that credibility is especially important in healthcare, where hospitals and providers are inundated with vendors. “It takes a village to build a great company,” he said. “And I think having these events and having these people that are kind of vetted and being part of the ecosystem now — that matters a lot.”

For Chorah Labs, a platform which uses AI to design workflows that help companies satisfy federal regulations in the pharmaceutical sector, the New Jersey connection was equally important. Co-founder Sepehr Rahimi said applying “was a no-brainer,” explaining, “Not only are we an AI company, we are an AI company for the pharma industry, which is kind of one of the most dear industries in New Jersey.”

The program, according to Rahimi, helped Chorah Labs “build that authority as we are building … and bootstrapping our platform.”

Chorah Labs’ other co-founder Jason Chou added that the state’s biotech momentum made the AI Hub a natural fit. “We’ve really seen a surge in biotech activity in New Jersey,” he said. “Graduates shouldn’t have to go to Boston or the West Coast to build biotech companies.”

Founders also described Plug and Play’s programming as useful to understanding what platforms companies may be interested in.

Rahimi said the program “refined us and helped us rethink about what we are doing.” Chorah Labs made several pivots based on traction and distribution insights from Plug and Play, Chou and Rahimi explained.

Hydronos Labs founder Colby Fisher GS ’18 said the workshops offered the opportunity to showcase his work to a group of people before actually pitching it out.

“When I was a grad student, this is exactly the kind of program I would have wanted,” he said. “Plug and Play’s ecosystem lets you show your work to hundreds of people. It’s a vetting process that’s incredibly useful.”

Nodes Inc. founder Saad Bin Shafiq said the corporate-first structure was what convinced him to apply to the cohort. “This is one of the first times I saw someone like, ‘Okay, why don’t we first introduce you to customers?’” he said. “‘Then if you think we bring you enough value, then you let us invest with you.’”

Shafiq said the reverse pitches, where companies present what they need, and corporate sessions led directly to new business. “I made some really great connections afterward to some biopharma company,” he said.

Alex Ge, co-founder of Rena Labs, echoed that the introductions were the most valuable part. “Plug and Play and the AI Hub introduced us to corporations we never knew before,” he said.

Throughout the program, Plug and Play offers introductions to Microsoft, NVIDIA, and other hyperscalers as well as access to its own 3,000-person Silicon Valley Summit.

Lange said the AI Hub’s location is central to the accelerator’s strategy. The program is “stage‑agnostic,” he said, meaning it accepts companies at any stage but does not rely solely on local clientele. He added that New Jersey’s density of talent and corporate customers makes it unusually fertile ground for the program. Founders similarly pointed to the state’s industrial landscape as a reason to stay.

Mohanty pointed to the state’s dense healthcare infrastructure as a natural fit for his company. Ge added that many of the state’s traditional industries are now seeking modernization, creating strong demand for privacy-preserving data tools.

Though the AI Accelerator lasts 12 weeks, Plug and Play maintains ongoing relationships through its internal “Playbook” platform, which tracks startup progress and connects alumni to new corporate requests.

“It’s not a relationship that’s severed after the three months,” Lange said. “It’s really just the beginning.”

Several founders said they plan to continue working with Princeton researchers and New Jersey institutions as they grow.

Rahimi said Chorah Labs hopes to deepen its ties with Princeton researchers. “We would love to kind of start those relationships and kind of cultivate that,” he said. “Princeton University being one of the leading research institutes in the nation, there will be some PIs and some research groups that are working on pharmaceutical drugs or therapies that would find our systems interesting or to the least of it enabling for the earlier stages… so yeah, we would love to actually increase that.”

Fisher said Hydronos Labs is open to future collaboration with Princeton researchers. “I go to all the Princeton events and talk to people,” he said. If there’s a “logical connection, we’re more than happy to pursue it.” Mohanty said Intelizen is “definitely early in that game” but eager to build research and talent connections.

While the accelerator does not guarantee pilots or funding, it offers access to opportunities that many early-stage founders struggle to reach. “Nothing’s a guarantee in the startup world,” Lange said. “We’re trying to push as many of these opportunities to the forefront as possible.”

Lange said the AI Hub’s long-term goal is to help build the next generation of New Jersey-born AI companies.

“This foundation we’re laying in [New Jersey],” said Lange, “is hopefully a very good means to help startups onboard to all the state has to offer.”

NJ AI Hub marks first anniversary with inaugural startup cohort

At Dugway Proving Ground in Utah, a location historically noted for grazing, a major investment firm is gearing up to establish a data center. This site, situated approximately an hour from the nearest town, is part of a military facility where the U.S. conducts key chemical and biological weapons testing. The area comprises three parcels that collectively span about 3,466 acres, with one of them—approximately 1,201 acres—already allocated for development.

This project is among at least a dozen military sites the Army and the Department of the Air Force have made available to commercial data center developers over the last 18 months. While two deals are confirmed, the others remain proposals.

In March, the Army initiated exclusive negotiations with two firms to set up and manage large-scale data centers on military land. Carlyle was selected for around 1,384 acres at Fort Bliss, Texas, while CyrusOne, jointly owned by KKR and BlackRock, has been chosen for the site at Dugway. The Financial Times estimates that these projects will each cost about $2 billion.

Under this arrangement, the firms are responsible for financing, constructing, maintaining, and eventually dismantling the facilities, with no initial cost to the taxpayers involved. In return, the Army gains access to computing resources. This initiative is part of the Army's Enhanced Use Lease program, which follows a Trump-era executive order to utilize non-excess federal land for data center development. The U.S. Army Corps of Engineers is managing the leasing and environmental review processes.

"AI is a strategic asset for the Army," stated Army Secretary Dan Driscoll during the announcement in March. He emphasized that such technology serves as a force multiplier, assisting in future transformations and ensuring the Army stays ahead of its adversaries. Driscoll remarked to the Wall Street Journal that the facility at Fort Bliss will be the first hyper-scale data center to be developed by the Pentagon.

Currently, only Fort Bliss and Dugway have been formally selected, with their deals still subject to negotiation. The Army is also exploring potential data center sites at Fort Hood, Texas, and Fort Bragg, North Carolina. In 2025, the Department of the Air Force issued calls for private AI data center projects on unused land at various bases, including Arnold Air Force Base in Tennessee, Edwards Air Force Base in California, and others.

While Dugway is intentionally isolated, the proximity of other proposed sites to residential areas raises concerns. For instance, documents indicate that one potential site at Fort Hood is less than a mile from residential and commercial properties, while several locations at Fort Bragg are similarly close to civilian spaces.

The presence of data centers has sparked controversy in the civilian sector, with nearly $156 billion in projects across the country being delayed or canceled due to local opposition. In Virginia, home to the highest concentration of data facilities in the world, a state-funded study projected that residents' monthly energy costs could rise significantly by 2040.

Mitigating these concerns, Army officials express their commitment to engaging local communities effectively. Col. John Oliver, an executive officer in the Army, emphasized the importance of collaboration with surrounding communities to develop mutually beneficial solutions. “Unlike companies like Meta or Google, we are part of these communities and will regularly engage with them,” he stated.

The Army's data center projects are subject to two unique requirements not typically found in standard commercial developments. Proposals must incorporate net-zero water usage and devise a power plan independent of the local electricity grid. Bidders are also tasked with outlining their local engagement strategies and assessing potential risks or opposition to the projects.

Data from the Defense Department indicates that the El Paso area faces "Extremely High" water risk, given that data centers utilize substantial amounts of water for cooling. Fort Bliss has emerged as a primary focus for the Army's initiative, with plans to make it a net-positive contributor to local resources. Recent discussions have included innovative ideas like drilling a new well to aid the city’s desalination plant, thereby offsetting the water consumption of the data center.

Experts in the field, such as Darrell M. West from the Brookings Institution, commend this proactive approach. Communities that have welcomed data centers are typically those who were fully informed about project details ahead of time.

On the legislative side, Rep. Cory Mills, a Republican from Florida, has proposed an amendment within the House's fiscal 2027 defense authorization bill that would prohibit the Defense Department from leasing land for data centers unless developers ensure that no components from nations like China, Russia, Iran, or North Korea are involved. This includes essential electronics that the department considers to pose security risks.

Conversely, the Army has raised concerns that such conditions could hinder development by imposing regulations on projects that would not apply to similar developments elsewhere. They advocate for fostering incentives that attract firms to build on secure federal land, rather than creating barriers that deter potential developers.

Meanwhile, Rep. John Garamendi, a Democrat from California, has advocated for thorough assessments of energy, water usage, air and light pollution, and security implications before data center contracts are finalized. His proposals were not met with support among Republican members, who questioned their feasibility.

While the dialogue continues, only two projects have made significant progress thus far, with both still conditional. Fort Bliss is projected to achieve initial operational capabilities by fiscal 2027, with Dugway following in fiscal 2029. Plans involve creating a campus featuring both commercial and classified military data operations, along with independent power generation.

The environmental reviews for both awarded sites are being conducted by the Army Corps of Engineers. Developers are required to implement self-sufficient power solutions that avoid reliance on local grids, while adhering to the strict net-zero water standards. Any power generated beyond on-site needs might be sold back to local power grids.

Further discussions on military data center development are anticipated during the Installation Innovation Forum scheduled for October 2026, providing a platform for stakeholders to address ongoing challenges in this evolving sector.

It is one of at least a dozen military installations the Army and the Department of the Air Force have opened to commercial data center developers over the past year and a half. Two of those deals are real; the rest are still proposals.

Land-for-Computing

In late March, the Army conditionally selected two companies to enter exclusive negotiations to build and operate commercial hyperscale data centers on Army land.

Carlyle, the global investment firm, was picked for roughly 1,384 acres at Fort Bliss, Texas. CyrusOne, a data center operator jointly held by funds managed by KKR and BlackRock, was picked for the parcel at Dugway. Each project is estimated to cost about $2 billion, according to the Financial Times.

The companies will be responsible for financing, building, operating, maintaining and eventually decommissioning the facilities, the Army said, on what it called "underutilized but non-excess Army land at no upfront cost to taxpayers." In exchange for the land, the service gets access to computing power.

It all runs through the Army's Enhanced Use Lease program, driven by a Trump executive order directing agencies to open non-excess federal land to data center development. The U.S. Army Corps of Engineers is handling lease negotiations and environmental review.

"AI is a strategic asset for the Army," Army Secretary Dan Driscoll said in the March announcement. "It is a force multiplier, supports future transformation and requirements, keeps the Army ahead of our adversaries, and generates resiliency across the force." Driscoll told the Wall Street Journal that the Fort Bliss facility would be "the first hyper-scale data center that the Pentagon has ever done."

Which Bases and How Close to Housing?

Only Fort Bliss and Dugway have been awarded so far, and even those remain conditional, pending negotiation. Beyond them, federal contracting documents show the Army considering data centers at Fort Hood, Texas, and Fort Bragg, N.C.

The Department of the Air Force put out its own call in 2025 for private AI data center projects on unused land at Arnold Air Force Base, Tenn., Edwards Air Force Base, Calif., Joint Base McGuire-Dix-Lakehurst, N.J., Davis-Monthan Air Force Base, Ariz., and Robins Air Force Base, Ga.

More recently, it sought bidders for facilities at Joint Base Elmendorf-Richardson, Eielson Air Force Base and Clear Space Force Station in Alaska. Acreage varies enormously; for example, Fort Hood has 207 acres on offer. Fort Bliss has nearly seven times that.

Dugway is remote by design, although not every site is. Contracting documents show the Army weighing a parcel at Fort Hood within a half-mile of residential and commercial property, and several potential locations at Fort Bragg within one mile of civilian areas and a half-mile of civilian housing.

Proximity to the population is what has made data centers a heated topic in the civilian world. Nearly $156 billion in projects nationwide have been delayed or canceled after local opposition, according to Data Center Watch.

In Virginia, which holds the world's highest concentration of the facilities, a state-funded study found residents' monthly energy bills could rise by $14 to $37 by 2040.

Army Officials Say They're Ready

"So I think the difference between us, the Army, doing a data center, and say Meta or Google, is we're part of the communities that are there, and we are going to engage with them on a routine and regular basis to look for solutions that work for everyone, right?" Col. John Oliver, executive officer for Deputy Army Under Secretary Dave Fitzgerald, told Defense One. "Because, yes, we understand that there's been consternation with data centers."

Two requirements attached to these projects do not apply to commercial builds off base. Proposals must include net-zero water usage and a power plan that does not draw on the local electrical grid. Bidders were also required to describe plans for "local outreach and engagement" and to assess "any risks or opposition" to the project.

The Defense Department's own procurement documents, obtained by the trade publication Data Center Dynamics, rate the water risk for the El Paso area as "Extremely High." Data centers consume water to cool their servers. Fort Bliss is where the Army wants its flagship.

Army officials want the project to be a net contributor rather than a net drain. In the spring, Fitzgerald traveled to Fort Bliss for a listening session with the commander of the 1st Armored Division, community members, El Paso Water, El Paso Electric and Carlyle. One idea on the table is having the developer drill a new well to feed the city's desalination plant, offsetting what the data center uses.

"We are encouraging Carlyle to do that, so actually make it net-positive," Oliver told Defense One. "We don't know if that's an engineering solution that we can actually get to yet, but we're actively working toward that as a part of the process."

Darrell M. West, a senior fellow at the Brookings Institution who studies data center development, said the approach is sound, and that communities which have accepted the facilities tend to be the ones told the full details in advance.

"People want to know up-front, you know, where the energy is coming from, how much water is being used, how much the overall cost is going to be, and what the noise levels are," West said.

Congress Not Settled

Rep. Cory Mills, a Florida Republican, secured a provision in the House version of the fiscal 2027 defense authorization bill. This bill bars the Defense Department from leasing land for data centers unless developers agree not to install equipment containing components made in China, Russia, Iran or North Korea. The restriction covers certain printed circuit boards, advanced semiconductors and chipsets the department considers a security risk.

"Honored to pass this amendment to protect our military installations from Chinese components being used in data centers on our installations," Mills wrote on X.

The Army objected. The measure would create a "federal land penalty," a service official told Federal News Network, imposing rules on companies building on installations that would not apply to identical projects built anywhere else. "We want Congress to incentivize companies to build on secure federal land, rather than creating barriers that drive them away," the official said.

Rep. John Garamendi, a California Democrat, proposed requiring the Pentagon to evaluate a data center's energy and water consumption, noise and light pollution, and effects on security and supply chains before finalizing any deal. House Armed Services Republicans rejected it.

"We're not opposed to data centers," Garamendi said. "We just want to make sure that if we're going to put a data center on a federal facility, that federal facility is not going to be degraded by the data center."

His questions were installation questions. "Is there encroachment on training and operations and the physical and supply chain of security?" he asked.

Senate Armed Services Republicans defeated a separate Democratic amendment that would have blocked leasing until the Pentagon finalizes a data center strategy. House appropriators, meanwhile, adopted language acknowledging that data centers "place significant strain on energy and water resources and communities have resisted such projects."

Available Information

For anyone stationed at or living near one of these installations, several things are known for sure. Only two projects have been awarded, and both remain conditional. Fort Hood, Fort Bragg and the Air Force sites are solicitations, not commitments.

Initial operating capability at Fort Bliss is projected for fiscal 2027 and at Dugway for fiscal 2029. That is when the first capability comes online, not when a finished campus exists. Oliver has described the long-term vision as a campus with a commercial side, a classified military data side, and onsite power generation.

The Army Corps of Engineers is conducting the environmental review at both awarded sites. Developers must build independent power that does not tap the local grid and meet net-zero water usage. Excess power generated on base could potentially be sold back to civilian grids.

The Association of Defense Communities has scheduled further discussion of military data center development at its Installation Innovation Forum in October 2026.

Pentagon Plans AI Data Centers at Military Bases Across Multiple Branches

Mike Alfred has a straightforward reply for those curious if the current surge in AI infrastructure development signifies a bubble: “There’s no bubble, so you don’t have to ask.” The founder and managing partner of Alpine Fox made this statement during a discussion at the inaugural Energy Investors Forum held last week in Dallas.

His remarks come at a time when the AI Infrastructure Growth Index monitored by TheEnergyMag has decreased by more than 20% in just a month, reflecting a recent shift in sentiment within the sector, which has sparked renewed discussions about whether the push towards AI infrastructure has reached bubble status.

Alfred emphasizes that the focus should be less on predicting which AI application will succeed and more on securing essential resources required by all players in the field: power, land, cooling, and data center capacity. He anticipates that the physical infrastructure development will persist for the next two to three decades, with potential interruptions from market fluctuations but sustained by the growing need for computing power.

For bitcoin miners aiming to meet this demand, Alfred points out a crucial decision: whether to own the graphics processing units (GPUs) in their facilities. “If you decide to own them, have a solid justification,” he warns. “While it can be more profitable, it also presents greater risks.”

This distinction is becoming increasingly vital as miners pivot towards becoming AI infrastructure providers. Owning GPUs can offer higher revenue and control over operations, but it also entails hardware costs, the risk of obsolescence, and the challenge of ensuring the units are continuously utilized. Conversely, in a colocation setup, the tenant owns the servers and GPUs while the developer is responsible for the facility, power supply, and cooling.

“That structure resembles a real estate investment trust (REIT),” Alfred explained. “It functions more like a real estate enterprise, which is inherently more conservative and easier to finance.”

Alfred's insights carry weight due to his financial involvement in the industry. He serves as a non-executive director for IREN and holds investments in the company, which not only operates data center infrastructure but also possesses GPU hardware. Mike Alfred has a blunt answer for investors asking whether the rush to build AI infrastructure has become a bubble.

“There’s no bubble, so you don’t have to ask,” the Alpine Fox founder and managing partner said during a fireside chat at the inaugural Energy Investors Forum last week in Dallas.

His comments came at a time when the AI Infrastructure Growth Index tracked by TheEnergyMag had retracted by over 20% over the past month as of Friday, underscoring a recent pullback in sentiment across the sector and providing the backdrop for renewed debate over whether the AI buildout has entered bubble territory.

Alfred’s case is less about guessing which AI application will prevail than about owning what every contender needs: power, land, cooling and data-center capacity. He expects that physical buildout to continue for another 20 to 30 years, interrupted by market crashes and economic downturns but sustained by rising demand for computing.

The more immediate divide for bitcoin miners trying to capture that demand, he said, is whether they also own the graphics processing units inside their facilities.

“If you choose to own them, you better have a good reason why,” Alfred said. “It’s potentially more lucrative, but also potentially more risky.”

That distinction is becoming increasingly important as miners recast themselves as AI-infrastructure companies. Owning the GPUs can give an operator more revenue and control, but it also brings the cost of the hardware, the risk that chips become obsolete, and the need to keep them occupied. In a colocation arrangement, by contrast, the tenant owns the servers and chips while the developer supplies the building, power, water and cooling.

“That model looks more like a REIT,” Alfred said. “It looks more like a real-estate business. It’s much more conservative. It’s easier to finance.”

It’s worth noting that Alfred speaks from a position of significant financial exposure. He is a non-executive director of IREN with financial holdings of the company, which not only owns data center infrastructure but also GPU hardware. During the EIF session, he said roughly 80% of his fund was concentrated in IREN and Cipher Digital (NASDAQ: CIFR).

The concentration matters because Alfred’s argument is also a thesis for the revaluation of those companies. Both began with bitcoin mining and have since secured large AI deals at Texas sites where access to electricity is the scarce asset.

IREN in November announced a five-year agreement valued at about $9.7 billion to provide Microsoft Corp. with AI cloud infrastructure using Nvidia Corp.’s GB300 chips. Those contracts illustrate Alfred’s description of selected miners moving “from a speculative business on the commodity price of bitcoin to now a contractual, repeatable business based on AI.” They do not eliminate risk. Projects still have to be financed, built, energized and delivered on time, and the value of a long-term contract depends heavily on the tenant’s ability to pay.

Alfred said a facility leased to Microsoft or another highly rated hyperscaler should be easier to finance than one dependent on a younger AI laboratory. Yet he also sees a trade-off: operators working with companies at the frontier may learn more about how next-generation infrastructure needs to be designed.

The physical layer, in Alfred’s view, will capture more value from AI than it did during the internet era. Early web users tolerated slow connections and rudimentary infrastructure because the applications were novel. AI customers expect high performance from the outset, and developers increasingly optimize software around chips, networking and facility design.

“The value of the physical side of the AI business is much greater than the internet data-center business,” he said.

That view puts Texas at the center of the investment case. “I think Texas is Mecca,” Alfred said. “I think Texas is the most important data center market in the world.”

Alfred acknowledged that the expansion will not move in a straight line. He expects periodic crashes to revive warnings that the industry is overbuilt. He nevertheless compared the adoption curve with the internet and invoked Jevons paradox—the idea that more efficient computing can lower its cost enough to stimulate even greater total consumption.

“It’s always a probabilistic exercise,” Alfred said. “Nobody knows for sure.”

On Saturday, OpenAI boss Sam Altman declared that this moment has come. AI has reached “the singularity”, he said. While Altman emphasised that the singularity can be good for the world, his comment has sparked concern.

Here is a closer look at what Altman said, and whether it means more seamless automation or the risk of impending catastrophic doom.

What is the singularity?

The singularity refers to a hypothetical point in the future when a technology such as AI surpasses human intelligence and becomes capable of autonomously enhancing itself. It is theorised that this is the point at which it will become difficult for humans to control or reverse it and could have unpredictable effects on human civilisation.

The theory proposes that once AI gains control of its own development, ensuing advances in technology could happen so rapidly that humans would be unable to keep up, leaving it to effectively evolve on its own, beyond human control.

As this is only a theory, it is hard to say what the effect of this could be. Some experts warn that the singularity would be catastrophic for humanity, while others are more optimistic, suggesting it could be beneficial for the human race.

So far, the singularity has remained contained in the realm of science fiction. One of the most famous examples is The Matrix trilogy (1999-2003), which imagines a bleak post‑singularity future in which machines govern humans. Another is the 2017 film Singularity, in which a supercomputer originally built to end human wars concludes that humanity is the real threat and launches an apocalyptic assault to wipe humans out altogether.

Later in the podcast episode, Altman criticised other AI leaders for warning that AI may be dangerous. While Altman did not name OpenAI competitor Anthropic, its CEO Dario Amodei is known for making such warnings.

“I also think some of the alternative visions painted by other companies are quite terrifying,” said Altman. “I’m going to make sure that gets pushed against and is not what happens.”

Last month, Anthropic, the company behind the Claude chatbot, called on the world’s top AI companies to come up with a coordinated way to pause the development of advanced AI systems, warning that the technology is improving so quickly that there’s a risk humans would lose control.

In a blog post on June 4, Anthropic, which has long positioned itself as a safety-focused AI lab, wrote that as AI becomes more advanced “it would be good for the world to have the option to slow or temporarily pause” its development.

Why are others warning of the dangers of AI?

On July 23, two members of the United States Congress introduced the AI Kill Switch Act, a bipartisan bill which would require the country’s AI developers to build in a “kill switch” to their programmes, enabling humans to slow, suspend or shut down advanced AI models if they ever posed a catastrophic risk.

The legislation was introduced days after OpenAI disclosed what it described as an “unprecedented cyber incident”, where two of its most advanced AI models escaped a testing environment and hacked AI development platform Hugging Face during an internal security evaluation.

On July 13, hundreds of experts signed an open letter, organised by Stanford University’s digital economy lab, demanding that policymakers and technology leaders “must act now” to prepare for the economic impact of AI.

The letter warns that AI could grow far more capable over the coming decade, driving a transformation “larger than the Industrial Revolution, but unfolding over a vastly shorter time frame”.

“It could bring risks, including large-scale job displacement, as well as opportunities such as major gains in living standards,” the letter added.

In June, a team of researchers at the University of Toronto showed that AI tools could be used to create a new kind of AI “worm” that adapts its hacking strategy as it spreads from device to device and takes over a vast computing network.

“I think it’s really important that people understand that it’s not just the biggest, most powerful language models that pose the security concerns,” lead researcher Nicolas Papernot said in an interview.

In recent years, AI researchers have urged pauses similar to the one recently suggested by Anthropic. However, they have not been heeded.

Elon Musk, who owns AI lab xAI, was among the backers of a 2023 push by the nonprofit Future of Life Institute to halt AI development for six months to allow time to develop safety guardrails.
