The Trump administration is actively promoting the integration of artificial intelligence (AI) into the U.S. military, amid growing concerns from some companies about the implications of this rapidly advancing technology. Acknowledging the need for cautious implementation, Adm. Frank Bradley, who leads U.S. Special Operations Command, stressed at a recent special forces conference in Tampa, Florida, the importance of careful consideration in how AI is utilized in military operations. He highlighted the necessity for humans to maintain control over AI systems that might decide on targets for attacks, ensuring that lethal actions are deliberate and targeted.
Bradley's emphasis on safe practices comes as Defense Secretary Pete Hegseth champions a swift advancement of military capabilities through AI. His assertive stance has caused friction with tech companies concerned about potential safety oversights. Hegseth has declared that the Pentagon should utilize AI however it deems legally appropriate, proclaiming that he would reject any AI frameworks that would inhibit military operations. He articulates a vision for AI systems that function without ideological limitations, prioritizing practical military applications.
The military's interest in AI is part of a broader Republican initiative to enhance what they consider a vital strategic advantage for the United States, even as public demands for responsible governance of such technology grow stronger. In a notable incident, President Trump abruptly canceled a planned signing of a new AI executive order, expressing worries that it might compromise America's leadership in AI capabilities. "We’re leading China, we’re leading everybody, and I don’t want to do anything that’s going to get in the way of that lead," he remarked.
Amid these developments, a Pentagon official elaborated on the intention behind AI usage, describing it as a means to develop efficient battlefield tools that will expedite the identification and targeting process for troops. Rather than functioning solely as a means to eliminate threats, officials from U.S. Special Operations Command envision AI as a supportive tool, allowing soldiers to concentrate on their primary missions. Sgt. Maj. Andrew Krogman noted that AI could handle less critical tasks, while Melissa Johnson, the command’s acquisition lead, emphasized its role in reducing cognitive burdens from routine duties.
Helen Toner, the interim executive director at Georgetown University's Center for Security and Emerging Technology, affirms that both perspectives on AI's role in the military are valid. The military is exploring a multitude of practical applications for AI in administrative roles, which has been evidenced by the effective use of AI by units like the Army’s 18th Airborne Corps to enhance artillery strikes while minimizing personnel.
However, the military's AI initiatives are not without controversy. Hegseth's insistence on leveraging AI has sparked significant tension with Anthropic, a tech company involved in AI development. A sharp contractual dispute arose over Anthropic's fears regarding the potential unchecked military applications of their technology, particularly concerning autonomous drones and mass surveillance capabilities. Following CEO Dario Amodei's refusal to amend his stance on the responsible use of their chatbot Claude in sensitive military environments, the Pentagon took serious action, designating Anthropic as a supply chain risk, leading to the termination of a significant contract and the barring of other contractors from collaborating with them.
In response, Anthropic has launched a lawsuit against the Pentagon, arguing that its actions are an illegal form of retaliation. The Pentagon has since redirected its efforts toward alternative suppliers like Google, OpenAI, and SpaceX to obtain AI solutions that support military decision-making.
Toner, previously associated with OpenAI, pointed out that there is often a misperception of the military's cautious approach to technology adoption. She highlighted that military leaders prioritize mission success, which includes not only creating impactful capabilities but also mitigating the risks of unintended consequences such as friendly fire or civilian casualties, reiterating the complexity of safely integrating AI into military operations.
