The investment will focus on various sectors, including AI data centres, batteries, and display technologies, with a particular emphasis on a proposed 300 trillion won investment dedicated to chip manufacturing facilities in the southwestern region of the country, according to credible sources.

As South Korea races to leverage increasing demand for AI technologies, infrastructure challenges and workforce shortages could complicate attempts to reshape the nation's industrial landscape. The existing concentration of chip manufacturing in and around Seoul has faced mounting political scrutiny, further intensified by President Lee's initiative for equitable regional development.

Critics from opposition parties accuse the administration of using the investment plan for political gain, suggesting that it pressures corporations to direct their resources toward the ruling party's southwestern stronghold, especially against the backdrop of an impending leadership contest within the party.

On the same day as Samsung's announcement, the presidential office is also expected to present "three mega-projects" designed to propel national economic advancement. Policy adviser Kim Yong-beom noted that these initiatives—spanning semiconductors, AI data infrastructure, and robotics—will be a collaborative effort between government and industry stakeholders, with significant investment anticipated.

Both Samsung and SK Hynix have refrained from commenting on the initiative.

In the context of the global AI surge, South Korea has emerged as a critical player, particularly due to its dominance in the manufacturing of high-end memory chips essential for AI data centres. Recognizing the swift increase in demand for AI-driven memory, Kim has suggested that both SK Hynix and Samsung may need to accelerate their project timelines, pushing some planned for the 2040s into the mid-2030s.

However, concerns linger regarding the feasibility of establishing a chip manufacturing hub in the southwestern region, with experts warning that attracting skilled labor will be paramount for success. Professor Kim Tae-yun from Hanyang University noted that without a truly cutting-edge facility, the economic benefits may be limited, reducing the project to little more than a construction endeavor and a temporary boost to local real estate.

The politics surrounding semiconductor investments have become a focal point as South Korea approaches local elections, leading to heightened debate over where forthcoming funding should be allocated. As Lee's government has made AI a central component of its economic strategy, his approval rating has dipped to 51%, the lowest since he assumed office in June of the previous year.

Various candidates throughout the country have advocated for their regions to become the next semiconductor epicenter, with proposals ranging from a 500 trillion won chip complex in the southwest to enhanced clusters in different areas. Existing chip manufacturing towns like Icheon, where SK Hynix has a significant presence, are expressing apprehensions about the implications of new investments.

Local leaders worry about potential reductions in output from SK Hynix's Icheon facility if new chip clusters emerge, which could lead to significant economic repercussions for the city. One grassroots advocate from Icheon highlighted the dependency of local welfare on SK's operations, warning of the fate of the community if the plant were to close.

To counterbalance the economic dominance of Seoul, which represented over half of South Korea's gross regional domestic product in 2024, Lee has laid out a vision for the creation of "five regional hubs and three special self-governing provinces." This strategy aims to alleviate the disparities in economic performance seen across the country, particularly in cities like Gwangju, which struggle with below-average output.

Recent reports have indicated that Samsung Electronics may be considering Gwangju as a potential site for investment. Lee, who garnered nearly 50% of the national vote in the June 2025 presidential election, received an impressive 85% in Gwangju and the neighboring South Jeolla region, reflecting the area's political significance.

Opposition groups, particularly the People Power Party, have accused the administration of politicizing semiconductor investment decisions, insisting that the location of chip manufacturing facilities should be determined by market forces rather than political influences.
