A senior official from the White House has alleged that the Chinese artificial intelligence firm Moonshot has unlawfully gained access to Nvidia's cutting-edge chips, in violation of existing export controls. Moonshot recently introduced its latest model, Kimi K3, which significantly narrows the performance disparity with leading AI systems like Anthropic’s Fable 5 and OpenAI's GPT 5.6 Sol, occasionally surpassing them in certain evaluations. With a remarkable 2.8 trillion parameters, this open-source model is presently the largest of its kind, indicating the extensive capacity of its neural network.
Michael Kratsios, who heads the White House Office of Science and Technology Policy, stated in a post on X that the company had “acquired servers equipped with GB300 chips and potentially accessed them in Thailand, likely for AI model training.” Nvidia, Moonshot, the White House, and the Chinese embassy in the U.K. have been contacted for further insights. While Nvidia's most sophisticated AI chips face strict export restrictions to China, some lesser-capacity semiconductors can still be shipped to the region. The GB300 chips from Nvidia are considered state-of-the-art, although they are a generation behind the company’s forefront Vera Rubin systems.
This development unfolds amid escalating competition in the AI sector between the United States and China. In addition to restricting access to essential hardware, U.S. lawmakers are proactively seeking ways to limit the rising utilization of Chinese AI technologies among Western firms. Recently, a Wall Street Journal article revealed that ByteDance was reportedly consolidating its computing capabilities outside China in a bid to enhance its AI initiatives. The company has not yet responded to requests for comment. The U.S. is also aiming to tighten export control loopholes that permit Chinese firms to obtain advanced AI chips. The proposed Remote Access Security Act (RASA), which is a bipartisan initiative, seeks to extend U.S. export regulations to include remote, cloud-based access to crucial hardware and software. The bill passed through the House of Representatives in January and is now pending deliberation in the Senate.
