On September 9, 2024, individuals were observed walking past One World Trade Center, also referred to as the Freedom Tower, situated on the site of the former Twin Towers that fell victim to the 9/11 attacks in 2001, within New York City.
In a recently released report, the House Permanent Select Committee on Intelligence has called for U.S. intelligence agencies to enhance their preparedness for potential "Black Swan" risks associated with artificial intelligence. The Committee cautioned that terrorists and adversaries might exploit AI technologies to create more sophisticated weapons and orchestrate deadly assaults.
The report emphasized the necessity for the intelligence community and policymakers to think critically about preventing the use of AI tools by malicious entities, including terror groups. It was aimed at evaluating the U.S. measures taken over the past 25 years to rectify the intelligence shortcomings that contributed to the September 11 attacks.
"Since 9/11, it has been a primary focus for the intelligence community and national security officials to hinder terrorist organizations from gaining access to the means and knowledge required to develop and deploy weapons of mass destruction," the report highlighted. It also noted that cutting-edge large language models could significantly lower the barriers for any rogue individual, including terrorists, to plan and execute more catastrophic attacks.
This report, which raises alarms about the potentially destructive consequences of AI, coincides with the impending 25th anniversary of the 9/11 attacks that led to profound changes in U.S. security protocols. Concurrently, as AI technology evolves rapidly and fuels significant economic growth, lawmakers and officials are faced with challenging dilemmas regarding the regulation of such advancements.
